Some writers have reflected that connectivity to the Internet and the global conversations taking place there should be treated by municipal governments like access to water, electricity, and basic sanitation often is. These are things provided for everyone in many cities and towns. Certainly this is not universal, but most people would agree that people should have access to these things. If the hardware and connectivity required to access and participate in Internet-based conversations is essential, what should telecommunications regulations look like in our nations and localities to promote this goal?
